Views sought on modifications to the Sandwell Local Plan

Sandwell Council is inviting residents, businesses and community groups have their say on the soundness and legal compliance of modifications to the Sandwell Local Plan.

Three modifications are being proposed by Sandwell Council to the submitted Local Plan. We are inviting residents and other interested parties to have their say on the soundness and legal compliance of the modifications. We have provided information about what ‘soundness’ means and what the legal requirements are online.

The modifications are:

1. Allocating part of Rowley Regis Golf Course for housing development. Some of the golf course is allocated for housing development in the current development plan. The proposed modification to the Sandwell Local Plan would see 10.3 hectares of the golf course allocated which could accommodate around 250 new homes.

2. Amending policy SCC4 to reference the BS EN 15978 standard for Whole Life Carbon Assessments and to ensure the requirement for building demolitions to consider material re-use is proportionate to the scale of the building or structure being demolished.

3. Removing Hill House Farm as a potential habitat bank for Biodiversity Net Gain (BNG) and substituting it with Ray Hall Pastoral Land.

Comments made at this stage will be considered by the appointed Inspector as part of the ongoing examination rather than by council officers. Once it has passed examination the council will decide whether to adopt the Local Plan.

You can find out more about the proposed modifications and make comments on soundness and legal compliance between Monday 28 April and Monday 9 June 2025 via the consultation webpage. Hard copy information about the proposed modifications and comments forms are also available in all Sandwell’s libraries
